Harvard
Research Report Spurs Opinions on Cell Phones
Opinions are flying as people
across the country debate the topic of using cell phones while driving. News
accounts report a wide range of statistics on the topic -- annual reported
fatalities from cell phone-using motorists range from 800 to 8000 and injuries
are estimated between 100,000 and 1 million, nationwide. Many of the stories
suggest that there is not enough conclusive information to ban the use of
handheld devices while driving. One California columnist suggests lawmakers
examine other sources of driver distractions including eating and adjusting the
sound system. She also suggests that uninsured motorists, who in California were
involved in some 20 percent of fatal accidents in 2002, are a more pressing
problem. As she reminds her readers, "You can't outlaw stupidity." (Source: San

FCC Mulls Increasing Fees
on Cell Phone Bills
Mobile users may see an
increase in their monthly phone bills if the Federal Communications Commission
(FCC) approves a plan to modify the Universal Service Fund (USF), a
telecommunications subsidy for rural and poor families. If the new plan is
approved, telecom companies would contribute to the USF based on projected
revenue per quarter, and wireless phone companies would contribute a heavier
amount. If the plan is approved, the average wireless customers could see an
increase to $2 from the current 50-cents.

Employers May be Liable
for Employee Cell Phone Use
As more employees conduct
business on the go using wireless devices, employers may find themselves liable
for their employees' actions. If an employee is using his wireless device while
driving the employer could be help responsible. Already investment banking firm,
Smith Barney, has paid a settlement to the family of a motorcyclist killed when
the person was involved in an auto accident with a Smith Barney employee using a
cell phone. Companies are now determining how to handle such situations. Many
are instructing employees to simply follow the law on cell phone use or to not
use the phone while driving.

Low-Tech Gadgets Make
Talking and Driving Safe and Easy
Cell-phone hazards can be
mitigated thanks to low-cost features such as headsets, speakerphones, speed
dialing and voice-activated dialing services. According to some analysts,
hands-free headsets and speakerphones can help eliminate the visual and
mechanical distractions. In addition, voice-activated dialing can also eliminate
distractions - such as trying to hold the steering wheel while searching for and
dialing a certain number.

Legislators Vow to
Require Hands Free Cell Phone Use
After news accounts on cell
phones and driving, some lawmakers, including Baltimore County Del. John S.
Arnick, are re-starting their crusades to require hands free cell phone
equipment while driving. Many news accounts noted further investigation before
banning cell phone use while driving is required and stated the cost and
benefits of cell phones used while driving are equal. Arnick said that he plans
to continue pushing a bill restricting the use of hand held phones while driving
in the next Maryland General Assembly session.

Camera Phones Prove
Confusing to Users
According to a 3G Lab chief
executive, consumers are baffled by the design and terminology of today's
MMS-enabled cell phones. A 3G Lab usability study found that users experiences
difficulties sending multimedia messages (MMS) from a variety of camera phones.
Wireless carriers promote features such as picture messaging, media messaging
and photo messaging but the phone menus use the term MMS, which is unfamiliar to

Samsung Introduces New
Smart Phone
Samsung Electronics has
introduced its most fully featured PDA phone to date. The SPH-M400 is based on
the Pocket PC 2002 Phone Edition and is equipped with voice recognition, a
text-to-speech function, TV tuner, GPS satellite navigation, and more. The
device is due to go on sale early next year in South Korea.

Boom in Text Messaging
Unexpected Boom to Western Europe's Wireless Carriers
When Western Europe's wireless
carriers introduced text messaging services, they did not anticipate the impact
the technology would have on society or to their bottom lines. Cell phone users,
particularly teenagers, embraced the service so that it became an integral part
of their lives, and the wireless companies got shots of much needed revenue. In
the U.K., teens can pay about 15 cents a message, and they send millions of
them. They text each other to arrange dates, to meet friends, and to share
information. They have developed a shorthand language that is migrating into the
mainstream. There is now broader use of terms such as CID for "consider it done"
or NP for "no problem." Teens can interact with programs on MTV Europe using
text messages. However, use of text messaging by those over age 45 isn't
anywhere near as great. Estimates are that over 80 percent of them have never
sent a text message.

More U.K. Businesses Use
Text Messaging
According to Britain's Mobile
Data Association, 60 percent of British businesses use text messaging on a daily
basis, and 80 percent said they would use it when away from a desktop computer.
One successful use of the technology is bank First Direct's service. One in five
of its customers use the service that provides information via text messages on
account balances, impending overdrafts, direct deposits, and large debits.

Pennsylvania State Senator to
Introduce Bill on Cell Phones and Driving
Pennsylvania State Sen. Joseph
Conti (R-Doylestown) said he will again introduce legislation to restrict the
use of hand-held cell phones by drivers. Conti said his effort will be bolstered
by research from the Harvard Center for Risk Analysis that reported increased
risks of accidents for drivers using cell phones. However, the Harvard report
concluded that there was still too little data available to support formulating
public policy about whether to restrict drivers' use of hand-held cell phones.
According to Pennsylvania's crash statistics for 1999 and 2000, other occupants
of cars caused approximately twice the number of distractions leading to
accidents than did cell phone use. The wireless industry supports driver
education and enforcement of existing laws against reckless driving to address
the problem of distracted driving, according to the Cellular Telecommunications
& Internet Association.

Consumers Urged to Put Unwanted
Cell Phones to Good Use
Instead of letting unwanted
cell phones stack up in closets or desk drawers, or worse yet, tossing them in
the trash, consumers are urged to recycle them. There are a number of non-profit
efforts that offer recycling services. Among them is Georgia-based
CollectiveGood, which collects the cell phones through partner charities. The
phones are then sent to a warehouse where usable phones are refurbished and
unusable ones are recycled. For each phone it receives, CollectiveGood makes a
donation to its partner charities. The refurbished phones are then sold to
carriers in Latin America and the Caribbean, where new phones can be priced out
of reach of many consumers. Other organizations that offer similar programs are
the Wireless Foundation (www.donateaphone.com), Sprint Project Connect (www.sprintpcs.com/projectconnect)
and Verizon Wireless HopeLine (www.verizonwireless.com/hopeline). The Wireless
Foundation also offers cha rities the opportunity to raise funds through cell
phone donations. It also arranges for refurbished and reprogrammed cell phones
to go to victims of domestic abuse. Unusable phones are recycled. Sprint's
Project Connect recycles, or refurbishes and resells unwanted cell phones. The
company donates 35 percent of the resale value of the phones to Easter Seals and
the National Organization on Disability. Verizon Wireless HopeLine collects,
recycles or resells cell phones, and uses resulting funds to purchase phones for
donation to victims of domestic violence.

Are you maximizing your Cellular dollar? Do you realize that most of the cost
that you pay monthly for your cell bill is derived from the PEAK minutes
provided on that plan? Are there ways that you can reduce your peak minute use?
Actually , depending on your situation there are TWO possibilities to still keep
you connected and lower your peak minutes. PEAK time on most companies runs from
6-7a.m. to 9 p.m. This of course is the "peak" time most of us would like to use
our phones.
WAY # 1. Mobile to Mobile calling. Most
companies offer some style of this and usually at a GREAT discount over peak
minute cost. For example: Verizon Wireless Offers 1000 mobile to mobile minutes
(ANYTIME) included with any of there packages $35.00 and up. This means all 1000
of those minutes can be used during peak hours. In Verizon's case it is from one
Verizon mobile to another ANYWHERE on there National Network. It would actually
control your minutes and save you money to call someone during the day on there
cell rather than a regular landline.
WAY #2. Text Messaging. Did you know that
all the phones today come equipped with the ability to receive text messages. In
other words you can send anyone a text message on there cell phone from your
computer (email program) anytime. There are many different programs available.
Currently Verizon is running a special : Unlimited Text Messaging for $2.99 per
month. If you don't sign up for any program it's simply 2˘ per message received.
100 messages = $2.00 and they can ALL BE during the DAY! Because they will be
reading these on there phone the messages are limited to 160 characters. That
can still be quite a message. It is also easy for them to respond and send a
message back although it is harder to type a message on a phone keypad. Expect
short reply's if you get one.
To send a text message you will need to know what that specific carrier uses for
it's suffix. For example : with Verizon Wireless it is vtext.com so if you
wanted to send a text message to a Verizon customer who's cell number was
555-555-5555 from your pc . You would simply address the email to:
5555555555@vtext.com Do not use
-'s . I have included the instructions for the other carriers who had info

address book.
- Select Send again.
